Atencio Hall Welcomes New Partner James “Jay” A. Carr II
Atencio Hall is proud to announce that James “Jay” A. Carr II has joined the firm as a Partner. Based in Columbus, Ohio, Carr brings extensive experience in the oil and gas industry and deepens the firm’s bench of senior legal talent serving clients across the Appalachian Basin and beyond.
Carr’s addition strengthens Atencio Hall’s strategic presence in Ohio, enabling the firm to provide expanded, local support for land, title, and regulatory matters.
Before joining Atencio Hall, Carr served as Vice President and Assistant General Counsel for a leading national homebuilder. He also spent several years at an Am Law 200 firm in Columbus, where he represented oil and gas producers in transactional, regulatory, and litigation matters.

Carr’s experience includes securing over 100 unitization orders from the Ohio Division of Oil and Gas Resources Management, issuing hundreds of title opinions, and advising clients on compliance with Ohio’s Marketable Title Act and Dormant Mineral Act. He has also represented producers in litigation, advised on credit facilities, and counseled both operators and non-operators on strategic transactions across the region.
